Does my demolition qualify as a fire-training training demolition?

a.  Yes, if a local fire department is using your building for fire training.  Any structure used for fire training is reclassified as a Government Building. 

b. Additionally, fire training also requires a Regulation 5 notification (Open Burn).

c. A Renovation notification will be required if there is >100 square or linear feet of RACM.  ALL asbestos containing material must be removed before the fire training.   

d. Fire Training cannot be the final means of demolition.  A separate demolition Notification must be submitted by a demolition contractor for final demolition.

How do I apply for an Exemption Notification?

The Air District does not have an Asbestos Exemption Notification process.

How do I change other information on my J#?

You may login to the Online Asbestos Notification System and click the “Edit Job Details” button from your Asbestos Notification Summary Page to revise the following information:

i. Contractor Company Information – please see Question #61.

ii. Contractor or Individual Contact Information

iii. Job Start and Completion Dates

iv. Waste Disposal Site

v. And for Planned Renovations, you can upload a revised Work Schedule Document


How do I edit my User Account Contact information or change my password?

Once signed in to your account, click 'My Account' in the upper right-hand corner of the Customer Portal Home Page.  From there, you may edit your Contact Information or change your password.  Please watch our “Change Account Information” video.

How do I file an asbestos complaint?

You may call 1-800-334-ODOR (6367) or file a complaint online on our Complaints page.


How do I get to the Online Asbestos Notification System?

You may enter through the login button on our Asbestos page.

How do I know if a J# exists for a site?

Please contact Public Records.


How do I know if my surveyor/Certified Asbestos Consultant is state-certified?

The Division of Occupational Safety and Health maintains a list of State-Certified Asbestos Consultants and Site Surveillance Technicians.  Please visit their Search page for more information.

How do I pay for my ticket (NOV)?

You will receive instructions from our Legal Division.

How do I pay the flat fee for floor mastic removal?

Select “Floor Mastic ONLY (with Mechanical Buffer)” in the Materials Description Section.

How do I revise my Start and Completion Date for my J#?

a. You may login to the Online Asbestos Notification System and click the “Edit Job Details” button from your Asbestos Notification Summary Page to revise your Start and Completion Dates. 

b. The Start Date cannot be revised after your Start Date has past. You have until 11:59 pm on your Start Date to revise the Start Date.  After that time, the system will no longer allow you to revise your Start Date.  [JC1] 

c. The Completion Date cannot be revised after your Completion Date has past.  You have until 11:59 pm of your Completion Date to revise your Completion Date.  After that time, the system will no longer allow you to revise your Completion Date and the J# will expire.

How long does it take to get a J#?

For notifications submitted through the Online Asbestos Notification System:

i. Contractors and homeowners of approved notifications will immediately receive an Asbestos Demolition/Renovation job number (J#) with an acknowledgement letter available to download and print.

ii. Notifications requiring District review will receive J#’s in the order they are received.

How long is my J# good for?

A J# is valid from 1-365 days.  A J# will expire after the Completion Date or the job exceeds 365 days.

I don’t have a survey. Can I still submit my Demolition Notification?

A survey is not required to submit your Demolition Notification.  However, a survey report must be provided onsite.  Failure to do so may lead to a Notice of Violation.

I don’t have internet. Can I mail in a notification?

No, our current system requires you to create an account in order to manage your notifications.  You may use computers at a public library, THE HUB (located on the 1st floor of the Air District Office in San Francisco) or any location that offers public computer access.

I don’t see a withdrawal button anymore. How do I withdraw my job?

After your project’s Start Date has past, you will no longer see a “Withdraw” button on your Asbestos Notification Summary Page.  To report a withdrawal after the Start Date, please call the Asbestos Help Desk.

I don’t see the “Change Job Details” button. Why?

After your project’s Completion Date has past, you will no longer see a “Change Job Details” button on your Asbestos Notification Summary Page.

I have a floor mastic removal. Should I submit one J# or two?

It is at the discretion of the contractor to apply for two J#’s:

i. one J# for RACM

ii. one J# for Floor Mastic ONLY

or to apply for one J# and combine the total RACM amount to be removed (RACM and Mastic).  Please include the floor mastic removal amount to the Total RACM Amount.

I haven’t hired an asbestos abatement contractor yet. Can I still notify?

We recommend that wait until you have hired an Asbestos Abatement Contractor and allow them to submit the notification so that they can manage the Start and Completion Dates of the project.

If my asbestos removal includes linear and square feet, can I enter the higher of those two amounts?

No.  In the new system, Asbestos Operation Fees will be charged based on the Total Removal Amount of regulated asbestos containing material (RACM).  Fees will no longer be calculated by using the greater quantity of square feet or linear feet of RACM to be removed.  The Asbestos Operation Fee will be calculated using the sum of all RACM in square feet and linear feet.


If my building was built last year, do I still need a survey?

A survey is required regardless of the date of construction.

If there is a unit in the back of a single-family dwelling, what is my building type?

Is concrete or cement a suspect material?

Yes.


Is there a way to save repetitive typing of the same information over and over again, like my contractor company and waste transporter information?

The system attempts to streamline your data entry by providing contact cards where possible.  Some users use the auto-complete setting in their web browser for this purpose.

I’m a general contractor. Can I apply for a J#?

Yes.
